Council narrows priorities to cell reception, communications and comp plan; staff to draft final language; fireworks RFP may shift to July 2/5

At its Feb. 9 work session the Vienna Town Council consolidated member-submitted priorities and discussed next steps for finalizing language and scheduling, and considered a procurement outcome for the town’s Independence Day fireworks.

Mayor Jessica presented a ranked list of priorities compiled from council submissions; the three most-mentioned topics were improved cell reception, better communications with residents and businesses, and completion of the comprehensive plan. Councilors proposed grouping related items (for example, parking and other land-use concerns under a 'land use/comp plan' heading) and tasked a small group to draft final priority language for council review and a possible vote at the next meeting.

Council also received a procurement update on fireworks for Independence Day. Parks & Recreation Director Leslie Herman said the RFP drew one responsive and responsible proposal that did not offer July 4 but proposed July 1, July 2 or July 5. Herman said the proposer’s price was just under the town’s $60,000 not-to-exceed amount. Staff warned that rebidding carries the risk of receiving no responsive proposals. Several council members favored keeping the contracted date rather than rebidding; options discussed included scheduling the local fireworks on July 2 (Thursday) or July 5 (Sunday) so the town can secure a show this year without restarting the procurement process.

Town staff will circulate the priority draft language and will proceed with fireworks procurement negotiations consistent with council guidance.
