Council backs educational campaign and state advocacy on e‑bike safety

The TSC proposed an educational and communications campaign with the town PIO and police, and recommended that the town advocate at the state level for legislation or a stakeholder work group to study safety measures.
Ekes said the TSC found many young people operating these devices at excessive speeds and without helmets and that a state convening of stakeholders could identify options to improve safety. She noted House Bill HB 1120 (patron: Delegate Singh) as an example of legislation directing a Department of Transportation study of electric power‑assisted bicycles and related devices.
Council member Baldwin moved to approve the TSC’s educational campaign recommendation and for the council to consider continued advocacy for state legislation; the motion was seconded and passed on a unanimous roll‑call vote.
Council members and staff discussed age and helmet requirements, battery fire risks associated with lithium‑ion batteries in some e‑bikes, and the limits of local authority versus the need for state guidance. No punitive local ordinance was adopted; the council approved the TSC’s motions to pursue education and state advocacy.
