Parks and Recreation Director Jamie Young presented two related resolutions: acceptance of a $250,000 donation from the Integrity Foundation to replace the playground at Parkway Park and the award of a $613,000 contract to Big T Recreation to supply and install the new equipment and surfacing.
Young said the Integrity Foundation will send volunteers to assist with final installation and will be acknowledged on signage. Staff reported the project budget also includes a $150,000 Community Development Block Grant (CDBG) award; the remaining balance shown in staff materials was $213,000 to be paid by the city.
Council members asked whether the donation is cash (Young: yes), who supervises volunteers (installation team, not city staff), and whether the signage acknowledging the donor will remain in perpetuity (staff: the city will maintain the acknowledgement and replace signage if damaged). Young also said staff expects the parks master plan update to be completed by year end and framed this project as part of ongoing parks prioritization.
Young noted Big T Recreation is on the state contract; staff did not run an additional RFP because the donation was facilitated through that vendor.
