The public works and infrastructure committee recommended approval of a supplemental agreement with Liberone Inc. for the Sylvan Avenue multimodal path project, increasing the contract by $86,733.76 for a total not to exceed $1,732,504.13.
Acting director Jeff Skeligan told council the project is in its final construction stages and that the additional funds are 100% federal and state dollars provided through PennDOT participation. He said the path was designed for pedestrian and bicycle use and was not constructed with the subbase necessary to support vehicular traffic.
Council questions focused on whether the path could later be converted to vehicle use, its width, and the trail’s configuration. Skeligan said the project lacks the subbase required for vehicle loads and that the path is intended as a single shared use route for pedestrians and cyclists connecting Greenfield Avenue and Hazelwood Avenue.
The committee voted and returned an affirmative recommendation for the supplemental agreement.
