Port Arthur — A private group called Land to Sky asked the council on Tuesday to continue exploring a legal framework to redevelop Logan Park without transferring land ownership or violating the park’s public-use deed restriction.
"This is not a privatization proposal," said Derek Outley, who told council Land to Sky proposes a facility use and development agreement (an AFUTA) that would preserve city land ownership, avoid a ground lease or exclusive possession, and ensure 100% public use on non‑event days. Outley said the plan would use private capital for construction and operations, require no city funding or guarantees, and include commitments for local hiring and MWBE participation.
Outley said title and legal diligence have been completed and the remaining open question is whether the council wishes to pursue the legally compliant path or formally conclude consideration. He requested that, after tonight’s discussion and executive session, staff provide clear administrative direction on whether to proceed with further exploration.
Council did not vote on the item during the petition-and-communications portion of the agenda; the mayor thanked Outley and said staff would follow up.
