Council and staff agreed on a process: the Mayor Pro Tem will prepare a draft scope, staff will solicit input, and the council will hold a workshop to finalize the scope and discuss funding. Council members emphasized that the audit’s scope will determine cost — and the scale of review (how many years and departments) will affect price.
Council member Frank urged urgency, saying citizens expect follow-through. Several members cautioned that discussions could affect current or pending grants and bonds, and asked staff to identify any timing or funding risks before the audit work begins.
