Port Arthur — The City Council voted down a proposal on Tuesday night to authorize the city manager to prepare a request for qualifications (RFQ) for study, design, permitting, construction and operation of the remaining city landfill.
Supporters said the RFQ would open the door to private investment and operational expertise. "The infusion of the $25,000,000 that this company is seeking to bring will generate the kinds of improvements that will produce the opportunity for Motiva, Total, and Exxon ... to bring their waste to the landfill, thereby generating capital," said Council member Frank. He argued the landfill has been running at a deficit for years and that immediate investment could fund essential upgrades.
