Grand Prairie Planning and Zoning, Jan. 13: site plan, signage and multiple zoning approvals

The Grand Prairie Planning and Zoning Commission handled a full agenda on Jan. 13 and approved several items that will move to City Council for final action. Highlights:
• Consent agenda: Minutes from Dec. 9, 2025, approved unanimously.
• Item 2 (STP‑25‑10‑43): Staff recommended approval of a 2.23‑acre, 23,558‑sq‑ft multi‑tenant restaurant site at 3580 S. Highway 161; the commission approved the site plan unanimously.
• Items 3–4 (CPA‑25‑12‑00024; ZON‑25‑120042): A comprehensive plan amendment and PD rezoning for a Hill Street plant nursery were approved with a staff‑condition amendment permitting an 8–10‑foot horizontal wood fence limited to the nursery use.
• Items 5–6 (ZON‑25‑090036; SUP‑25‑100042): The commission approved a PD change and an SUP to permit outside storage at 2155 W. Interstate 20, with conditions including area limits, a 210‑foot setback and a required one‑year review of SUP compliance.
• Item 7 (VCC‑25‑11‑004): A unified signage plan and variances for Rosa’s Cafe monument signs were approved on DRC recommendation.
• Item 8 (ZON‑25‑120041): A zoning change converting three Ellis Drive parcels from Single Family‑1 to Light Industrial was approved to match future land use designations.
• Item 9 (ZON‑25‑12‑0043): The commission approved an eight‑acre expansion of the Goodland Data Center PD. Staff noted the development agreement for this PD contains a prohibition on cryptocurrency mining and that water and utility planning are part of the master plan.
