Commissioners approve training‑center contract, lighting agreements, parking design and other county contracts

The Coweta County Board of Commissioners approved a package of bids, contracts and operational items on Feb. 17, including a major construction award and several operational agreements.
Bids and contracts
• Public Safety Training Center Phase 1: Staff reported receiving three bids and recommended McIlroy as the low bidder at $5,759,219.47 for construction of the phase‑1 fire‑training skills pad, stormwater work and utility extensions. The board approved entering a contract with McIlroy.
• Fairgrounds parking design: The board approved a contract with Georgia & West in the amount of $26,900 to produce construction plans for additional parking south of the fairgrounds.
Intergovernmental and service agreements
• GDOT lighting (SR‑54 & Gordon Road): GDOT will construct a planned roundabout and require lighting; county operating costs were estimated at about $60 per month and the board approved entering an agreement covering ongoing lighting operation and potential maintenance costs.
• Georgia Power lighting (SR‑16 & SE Bypass): The board approved a proposed Georgia Power agreement for intersection lighting, selecting a no‑upfront option with an estimated monthly cost of about $227; staff said the lights may be temporary if a future traffic signal is installed.
Other agreements
• Cattlemen’s Association: The board approved a revised agreement for the annual rodeo with phased‑in rental rates (25% the first year, 50% thereafter) and cost‑reimbursement provisions for county setup and assistance.
• Micro market at 911/EMA center: Staff presented a proposed agreement with 5 Star Breaktime Solutions to expand vending services into a micro market; the board approved the agreement (initial term with a 30‑day termination provision after the initial term).
Budget and personnel items
• Salary supplements resolution: The board unanimously approved a resolution implementing phased local supplements tied to state changes in judge compensation under HB85 (effective Jan. 1, 2026) and a multi‑year phase‑in for local budget impacts.
• Revenue bonds for government center: The board approved a resolution authorizing staff to proceed with public‑facilities authority, underwriter and bond counsel work to explore issuing revenue bonds to finance the proposed county government center.
Each of the items above was presented by staff and approved by voice vote unless noted otherwise. The board scheduled follow‑up and permitting steps as required by the county’s procurement and project management procedures.
