The board approved a supplemental agreement with American Engineers (doing business as STV) for design work to extend East Aviation Way at a cost of $85,000 to provide access to future terminal and hangar locations. Hanley also presented a staff recommendation to approve supplemental amendment No. 5 with the same firm for intersection improvements at US‑29 and Hal Jones/Greentop Road, citing a low proposal of $229,500 and the need for an ICE (intersection control evaluation) and coordination with the Georgia Department of Transportation; the board approved that amendment.
Hanley explained a proposed gravity sanitary-sewer connection design for the new Fire Station 5 to tie into Newnan Utilities. Integrated Science & Engineering submitted a proposal of $51,420, though Hanley said the base design is likely closer to $28,000 and that higher-cost line items listed in the proposal may be optional services; the board approved moving forward with design services.
On facilities procurement, Kelly Mickel (speaker S11) told commissioners that bid sheets for both the Madras gym and the work-release center roof replacement used a combination of total-price and per-square-foot entries that created inconsistencies across responses. Because the bids could not be compared on an apples-to-apples basis, staff recommended and the board voted to reject the submitted proposals and rebid both projects.
The board also approved a temporary closure of a portion of Luther Bailey Road on Jan. 21 for filming by Netflix/Amblin, subject to staff-recommended traffic windows (7 a.m.–7 p.m. filming with brief windows open for school traffic) and with off-duty deputies staffing the ends of the closure; Hanley confirmed the production agreed to the limited-open windows to reduce impact on Eastside Elementary. Finally, the board set a Feb. 12 work session at 9 a.m.
