Public works staff and the applicant’s attorneys negotiated six conditions to effect a right‑of‑way exchange; one condition requires the developer to construct a replacement road at least 1.5 times the length of the existing segment and dedicate it to the county upon completion. The motion to approve, which included the six conditions, passed by voice vote.
