County manager presents grants, vehicle purchases, contracts and landfill monitoring plan

Procurement and capital items included a request to purchase a 2025 Ford F‑150 pickup ($44,527) for construction inspection, purchase on behalf of the UGA Extension Office of a 2026 Ford Transit 15‑passenger van ($61,450) to be reimbursed by the extension office, a professional services agreement with Rink Inc. for landfill compliance monitoring at the Blalock Road landfill (not to exceed $201,285), a Nova Engineering task order for construction materials testing ($54,713.80) for the Katz administration building project (majority FTA‑funded), and a request to contract for GLOBE firefighting boots (not to exceed $100,000 over two years). The fire department also requested a personnel management system from Essential Personnel under state contract with year‑one prorated cost of $24,995.25 and an annual ongoing cost of $53,250, for a five‑year not‑to‑exceed total of $237,995.25.
On landfill monitoring, staff said Rink has been providing groundwater and methane monitoring since 2009 and that the monitoring horizon may extend to 2029 depending on sampling results and seasonal infiltration patterns; closure and future passive use would require regulatory acceptance.
