Commission approves consent agenda; Deep Creek plan praised for trails but criticized for Military Highway safety

The Chesapeake City Planning Commission approved the consent agenda on Feb. 11 by a 9–0 vote, granting staff recommendations for four items: the Elbow Estates proffer modification (PLN‑REZ‑2025‑011), the Morton Academy conditional use permit (PLN‑USC‑2025‑047), Simmons Stables conditional use (PLN‑USC‑2025‑055), and adoption of the Deep Creek area plan amendments (PLN‑COMP‑2026‑001).

Public commenters included proponents of Simmons Stables and the Morton Academy, and Rogar Ross, chair of the Bicycle Trails Advisory Committee, who praised the Deep Creek plan’s emphasis on open space and connectivity but urged stronger pedestrian and bicycle safety measures on Military Highway. Ross noted that the plan’s suggested crossings near Yadkin Road and Canal Drive are 1.2 miles apart and flagged the stretch east of George Washington Highway as among the most dangerous in the region; he cited a December pedestrian fatality as an example that crossings and lighting must be prioritized.

Opponents of parts of the Deep Creek plan warned about displacement of low‑income residents and potential impacts on small businesses if property values rise. Residents asked for more crossings, improved lighting, and stronger protections for existing small businesses that rely on adjacent service roads. The commission approved the consent items with their listed proffers and stipulations; staff noted the Deep Creek plan will be accompanied by further study on pedestrian crossing needs along Military Highway.
