Council approves toll-rate changes, emergency sewer appropriation and other consent items

Chesapeake council approved a resolution to amend toll rates (5-4), adopted several consent and budget items and authorized an emergency $2.53 million appropriation for the Raleigh Place sewer project (9-0).
At its regular meeting following the work session, Chesapeake City Council took several actions on transportation, utility funding and routine business.
Toll schedule: Council considered a resolution to amend and extend toll rate schedules for Chesapeake Transportation System facilities. One public commenter, Vic Nichols of CELF, argued meeting times and notice made public participation difficult. Council discussion noted the increases are intended to cover bond repayment, maintenance of the bypass and the Veterans Bridge and encouraged residents to use E-ZPass to reduce individual costs. The toll-rate resolution passed on a 5-4 vote.
Consent and routine items: The consent agenda, including several resignations and a proposed amendment to the Chesapeake City Code (chapter 74) to remove mandatory jail provisions for a subsequent traffic violation, was approved by a 9-0 vote.
Public utilities and emergency appropriation: Council approved a request to amend a funding source for Public Utilities CIP expenses and unanimously approved an emergency appropriation of $2,528,123 to the Raleigh Place Sewer Capital Improvement Project, changing an associated $4.4 million funding source from cash to future revenue bonds for that project. City staff said the Raleigh Place project is ready to proceed and presented the appropriation as an emergency action; council adopted it 9-0.
Other motions: Council approved amendments to the council rules of order and procedure (9-0), voted to enter a closed session to discuss potential financing for a multipurpose event center under Code of Virginia exemptions, and later certified the closed meeting record.
