Council weighs grants to add pavilions, benches and park upgrades ahead of March 13 deadline

Council member Dave summarized options for small pavilions and benches and urged the city to pursue state and county grants. Staff said the state Utah Outdoor Recreation Grant (UORG) and Community Parks and Recreation (CPR) grant streams exist, that some grants require a 50/50 match and that the state grant cycle for the region closes March 13.
“March 13,” staff said when asked about the closing date for state grants, and urged the council to decide quickly so staff could assemble cost estimates and applications. Council members debated whether to concentrate resources on Legacy Park, spread improvements to older parks such as Lee Park, or pursue smaller purchases now and larger master-plan projects later.
Staff said matching funds can include in-kind labor but that many state grants expect a substantial cash match. Council members asked staff to prepare estimates and indicated they would consider a budget amendment if the council supports applying. Staff offered to walk council members through site visits and cost options in the coming weeks so an application could be ready before the deadline.
No final grant application was authorized tonight; the council asked staff to prepare the numbers and options for a decision in the coming weeks.
