Tequesta board finds 2025 infrastructure surtax expenditures compliant as county surtax sunsets

Jay, a village staff member, told the board the village received $631,990 in surtax receipts for fiscal 2025, recorded $28,000 in investment income and spent $46,386 on design work for the Cuesta Drive bridge project. He said the village retained reserves to be used on the Tequesta Drive bridge project and that the county surtax sunset on Dec. 31, 2025, because an earlier voter-approved cap had been reached.
"We actually received $631,990," Jay said, summarizing the receipts for fiscal year 2025. He added that reserves combined with expected receipts through Dec. 31 will be used for the Tequesta Drive bridge improvement, which is expected to be about $855,000 and will be advertised for bid soon.
A resident asked whether the bridge would be closed during construction; Jay and board members said the intent is to keep the bridge open while work proceeds. The board then moved and unanimously approved a finding that the village expended its infrastructure surtax funds in accordance with applicable state statute.
Why it matters: the surtax provided the village with a dedicated funding stream for infrastructure projects. The countywide surtax has ended, so the board noted possible future county-level referenda focused on transportation projects that could affect regional planning and funding.
What remains open: Jay cited village reserves for the Tequesta Drive project but used two reserve figures in the presentation; the board did not resolve that discrepancy in the meeting.
