Commission debates meeting schedule and transparency; resident raises concerns about police hoaxes

Knox County commissioners spent a substantial portion of their Jan. 14 meeting debating whether to schedule a standing second monthly meeting, adjust meeting times to improve public participation, and increase transparency by posting more packet materials online.
The chair asked whether the commission should plan a second regular meeting — for example, a Tuesday afternoon business meeting plus a Tuesday evening meeting two weeks later — to make it easier for working residents to attend. "Maybe the second meeting is, say, 5:00 p.m. on Tuesday two weeks later," one commissioner suggested, noting tradeoffs for department heads who typically work daytime hours. Another commissioner proposed quarterly "town hall" sessions from 5 to 7 p.m. to invite the public and department managers for a more conversational format.
The commission also discussed packet contents and public visibility. "It would be great if when people speak they could come up so that otherwise, when you look at the taping of the meeting, there's a voice in the back of me with no idea who it is," one speaker said; staff committed to improving the website and department pages so agendas, budgets and meeting materials are easier to access and ADA-compliant.
During public comment at the start of the meeting, Robert Barry of Rockland said he had been the target of "a really frightening police hoax" last year and asked the commission for follow-up and help obtaining records. The chair and staff offered to follow up; the transcript contains no record of a formal investigation or outcome.
Candace Richards, the county's EMA director, briefed commissioners about the G402 course (a FEMA/NIMS incident-command course for elected officials) and recommended at least one commissioner attend; commissioners agreed to coordinate attendance and follow up with staff on scheduling and notices.
The commission tentatively moved the February meeting date to the third Tuesday at 2 p.m. to accommodate a commissioner’s scheduling conflict and agreed to use an alternate Tuesday 5 p.m. window for additional meetings when needed.
