Commission approves hangar lease transfer and new per-diem airport maintenance position

The Knox County Commission approved two airport-related actions at its Jan. 14 meeting: a consent-and-assignment approving the transfer of Hangar Number 28 lease from Daniel Elliott Sr. to Kathy Elleman, and a new per-diem airport maintenance assistant job description to support seasonal and specialized work.
Jacob Johnson, the airport manager, explained the hangar transaction is a transfer of the land lease on airport property (the hangar structure itself is privately owned). "Anytime there is a transfer of whose name is on the lease, it has to come to the commission for approval," Johnson said. The commission moved and seconded the motion to authorize the chair to sign the transfer and recorded the vote as unanimous.
On the staffing item, Johnson described the need for flexible, on-call help for tasks such as wildlife removal and snow clearing, and said per-diem hires are not expected to perform at the full-time level for all heavy-equipment tasks. County staff said the compensation range and formal grading for a new position will follow a job-study being conducted by Municipal Resources, Inc. (MRI). "We do anticipate changes," a county staff member said about job descriptions and compensation; the county stressed they will manage per-diem hires within budget constraints and expect to finalize recommendations from the MRI study by June.
Both motions were recorded as approved (votes recorded as "3 in favor, none opposed").
