Clay County reports April TCAP ELA results: most third graders advance, retakes lift additional students to proficiency

District assessment staff presented April TCAP English language arts results for third and fourth grades and described the promotion pathways used for students.
According to Miss Bisky, "Out of those 69 students, 37 of them tested proficient on the April test." She said 24 students attempted the shorter retake and 10 of those reached proficiency. District staff had filed appeals for eligible students and reported that, "as of today all submitted appeals have all been granted by Tennessee Department of Education," allowing some students to advance with required tutoring.
Why it matters: TCAP proficiency and adequate-growth measures determine promotion and retention under state rules. The district reported two of 69 third-grade students remained slated for retention absent moves out of the district, and 16 students districtwide will move on with required tutoring for the fourth grade.
Details: Staff explained pathways to promotion include achieving a sufficient aimsweb screener score, passing the TCAP or retake, or qualifying for a state exemption (for example, documented reading disability or limited ELA instruction). The district expects the state to release its adequate-growth measure in July, which will determine whether some fourth graders meet the growth requirement.
Next steps: Staff will await the state’s adequate-growth measure for final determinations and will continue tutoring plans and supports for students who advance with conditions.
