He said impact‑fee funds can cover part of the work and that the scope includes updating the impact fee facilities plan and capital facilities plan to support future ordinance changes if council chooses.
Councilmembers asked about procurement approach, schedule (around 11–12 months expected) and whether the update will include an impact‑fee analysis. Staff said the project will include the impact‑fee facilities plan and that the next step is negotiating a scope and fee with Avenue Consultants; if negotiations fail the city will return to the ranked list.
A motion to award the transportation master plan update to Avenue Consultants was made and seconded; councilmembers voted in favor in the meeting record.
