Superior board holds first readings of budget, fund-balance, safety and transportation policies

Policy 62-31 (budget implementation) was revised to clarify fund-balance expenditures consistent with current practice. Policy 62-35 (fund balance) was updated to add rationale and options for district management of fund balances and included language stating a target fund-balance range of 15% of the preceding year's expenditures; a board member noted the district typically runs higher reserves ("25" was referenced) and asked whether running at 15% would create cash-flow risk.
Policy 74-30 (safety standards) was revised to clarify what information is required to be reported to the board, with the change recommended for statutory consistency. Policy 8,600 (transportation) clarifies transportation obligations for students with disabilities as defined in individualized education program documents.
Each first reading received a motion and second and was approved at first reading; board members asked clarifying questions about target reserve levels and potential borrowing risks if reserves fall near the stated minimum.
