Council and police discuss parking enforcement, towing authority and reporting procedures

During informal staff reports, council members raised recurring complaints about commercial vehicles and semi trailers parked in public lots near recreational fields and along jurisdictional borders. Councilmember Hogg described an incident where an 18‑wheeler occupied many parking spaces during a weekend event and asked how residents should report similar violations.

Chief Al Jones recommended residents use the police non‑emergency line rather than the Ask Arlington app for a quicker response. He said the department prefers education first, then warnings, citations and towing for habitual offenders, and noted that RPSAs have issued close to 3,000 parking citations across the city since January. When asked about SB57 and Texas Transportation Code authority to tow vehicles (cited in discussion as article 545.305), Jones said officers retain discretion; towing decisions consider registration, insurance status and repeated offenses.

Councilmembers asked the chief to provide data on the number of citation/warning incidents and to study whether the city should be stricter on towing in the context of the city’s Safe Streets program. Chief Jones agreed to provide citation and warning counts to the council for further consideration.
