Lincoln Heights council approves committee appointments and introduces new code enforcer

The Village of Lincoln Heights council voted unanimously March 2 to approve a pair of committee appointments and introduced a newly hired code enforcer.

Council took up Resolution 2026-R-27 to appoint Councilwoman Trina Carter to the recreation committee and voted 6-0 to suspend the rules and adopt the measure, including an emergency clause that took immediate effect. Minutes show Councilwoman Phyllis Baber moved the suspension and Councilwoman Sarita Brown seconded.

The council followed with Resolution 2026-R-28 to appoint members to the economic development committee. Clerk Randolph read the names on the resolution, council moved to suspend the rules and then voted 6-0 to approve the appointments and the related emergency clause.

Separately, Council member Bryant announced the village had hired a new code enforcer and introduced her to the council. Tamara Winn, whom council described as bringing 13 years of regulatory compliance experience, addressed the body: “Good evening. Again, I just wanted to say hello, and thank you for adding me to the team. I'm looking forward to serve,” she said.

Why it matters: Committee appointments shape which council members steer local recreation and economic development priorities; emergency clauses were used to make both appointments effective immediately. The hiring of a code enforcer signals the village intends to strengthen local code compliance staff capacity.

What’s next: The newly constituted recreation committee’s first meeting is scheduled for March 16 at 6:30 p.m., and the economic development committee is scheduled that same day at 5:30 p.m., according to council announcements.
