Council accepts Highland Oaks PID petition, schedules Oct. 22 public hearing

The Lubbock City Council voted unanimously to accept a petition to create a public improvement district (PID) for the Highland Oaks area and scheduled a public hearing for Oct. 22.
City Manager Atkinson told the council the PID would cover roughly 3.75 acres and is designed solely to fund a capital improvement project to design, procure and construct water infrastructure within the district. The PID action is contingent on a separate annexation election among property owners in Highland Oaks, which Atkinson said will occur on Nov. 5, 2024; only resident property owners who are registered voters in the district will be eligible to vote.
Tim Goble, secretary of the Highland Oaks homeowners association, spoke during the public‑comment period in favor of the petition and said residents—not a development company—will be responsible for the district’s debt if created. Atkinson said, if the annexation vote is favorable and subsequent council steps are completed, the district would return to council about two weeks after canvass to finish formation and move toward construction of water infrastructure.
Council accepted the petition and called the required creation public hearing; the motion passed unanimously.
