Knox County commissioners approve annexation, land sale, payment portal and routine permits

The Knox County Board of Commissioners approved a slate of largely routine resolutions and agreements during its Oct. 30 meeting.
Jason Booth, leading the agenda items for county staff, asked the board to approve an expedited type‑2 annexation of 85.407 acres from Hilliard Township to the village of Centerburg; the motion was seconded and approved. Booth then presented a real estate purchase agreement allowing the Knox County Land Reutilization Corporation (the county land bank) to advertise and sell 104 East High Street in Mount Vernon on the county's behalf. "This contract allows the land bank to sell that for us, and then we don't have to go through the process," Booth said, and commissioners approved the agreement.
Booth summarized a countywide payment‑processing procurement and recommended Auto Agent Data Solutions as the single vendor after an RFP. Booth told the board the vendor fee discussed in the meeting was 2.4 percent with a $2 minimum; he said the county will receive the charged service amounts while card fees go to the vendor. The board approved onboarding the vendor and directed staff to set up departmental meetings to implement the system.
Other approved items included a 60‑month Pitney Bowes postage‑meter rental (through the Ohio procurement system) at $875.15 per month and contractor payment No. 4 to Smalls Asphalt for the 2025 annual resurfacing program in the amount of $594,427.06 charged to the county engineer's budget.
The board also approved several utility permits brought forward by staff, including multiple permits for Mercury Broadband in Brown Township and a Columbia Gas permit on Columbus Road. Most items were moved, seconded and adopted without extended debate.
The actions were recorded on the meeting record and handled as routine business; no additional public hearings or extended debate on these items was reported during the session.
