DCR proposes culvert and trail repairs at Cutler Park; Needham commission approves conditions and waivers

The Department of Conservation and Recreation’s consultants presented a Notice of Intent Feb. 26 to replace two undersized culverts and repair low, eroded sections of the Blue Heron Trail at Kendrick Pond in Cutler Park.
Arcadis representatives described replacing existing 12-inch culverts with slightly larger ductile-iron pipes (proposed about 15-inch diameter) set below trail grade and regrading and repairing rutting and low-lying trail sections within the existing footprint. The proposal includes erosion-control measures (filter socks), staging on existing DCR parking lots, limited temporary impacts within overlapping wetland buffers and revegetation/temporary restoration of disturbed areas. Consultants added a Keystone fence/beaver-deterrent detail in an addendum dated Feb. 11 to address recurring beaver clogging and associated outlet disturbances.
Commissioners asked for clarification on how wetland resource-area totals were calculated because overlapping resources make simple summation misleading; the commission requested an O&M or inspection schedule for culverts and discussed monitoring for beaver activity. Commissioners agreed that photos with monitoring reports would be sufficient for compliance and that waivers and orders could be issued with conditions requiring maintenance and monitoring. The commission voted to approve the waivers and the order of conditions, with staff to collect formal waiver paperwork and as-built/monitoring information where appropriate.
