16 Abbott Street: Representative Diane of Field Resources presented additional information on infiltration upgrades, quantified mitigation plantings (1,365 sq ft) and an invasive‑species plan. The commission closed the hearing (DEP file 234‑959), granted a waiver for work in the no‑disturb zone and waived the waiver fee. The commission later approved the order of conditions with requirements including mitigation plantings, two years of monitoring reports and protective placards for the mitigation area.
60 Deerfield Road: The applicant submitted a revised plan that repositions a short retaining wall adjacent to the 25‑foot no‑disturb line, adds infiltration chambers and establishes an off‑site restoration mitigation area. The commission closed the hearing, granted the requested waiver for work in the 25‑foot buffer and waived the waiver fee; the order of conditions for DEP file 234‑961 was issued with standard erosion‑control and mitigation measures and permanent markers required to delineate the no‑disturb area.
Certificates of compliance and lapsed orders: The commission issued a certificate of compliance for 640 Charles River Street (DEP file 234‑810) after staff confirmed required year‑end reports were received, and voted to issue a certificate of compliance cancelling an expired order of conditions for 189 Bridle Trail (DEP file 234‑578) after staff verified the work was never started.
What this means: The approvals allow the residential projects to proceed under the commission’s orders-of‑conditions framework while protecting wetland buffers through mitigation and monitoring. Staff will follow up to ensure as‑built documentation and monitoring reports are submitted per conditions.
