The team added a Keystone fence at the inlet to discourage beaver activity that had been contributing to culvert clogging and trail flooding.
Commissioners asked for clarification on wetland‑resource accounting and temporary impacts; Arcadis explained overlapping buffers can make acreage totals seem inconsistent but provided a map showing temporary impacts concentrated near the culvert in a small area of bordering vegetated wetlands. The consultants proposed filter socks for sediment control and said staging would occur in DCR parking areas outside resource areas.
The commission also discussed operations and maintenance: staff recommended twice‑yearly inspection for blockage and requested photographs and an as‑built record after construction.
