Pontiac council advances parks plans: Frost school MOU approved, park contracts corrected and pavilion costs updated

Council approved a memorandum of understanding with the Pontiac School District to explore short-term shared use of Robert Frost school as a temporary home for Parks & Recreation staff and youth activities while the new state-of-the-art youth center is completed. Mayor McGinnis described the MOU as a nonbinding, short-term bridge that would require any formal shared-use or lease agreement to return to the council for final approval.
Separately, the council approved a corrected contract amount with WCI Contractors for Galloway Lake Park improvements to fix clerical errors from a February approval, and approved a change order for Crystal Lake Park pavilion installation that increases the contract from $125,831 to $134,172 because equipment and materials quotes had changed. The mayor said the Crystal Lake work is funded in part by a $500,000 grant and that the administration will execute the updated quote before its validity expires.
Councilmembers asked for drawings showing the pickleball-court alternate and asked staff to provide a consolidated timeline and project-management approach so multiple park projects complete on schedule. Council discussed using temporary contracted project managers versus in-house staff to oversee the construction season.
All three actions passed by roll call (MOU and park contracts with majority support). Council emphasized the need for timely execution to lock in pricing and meet grant timelines.
