At its July 24 meeting the council approved the consent agenda (7.1–7.8), set the FY2026 budget adoption date for Aug. 28, adopted GO and CO parameters ordinances, approved a nonbinding LOI with the Brazos Valley Bombers, and approved the Veterans Park baseball concept plan; all measures passed by unanimous voice votes.
The College Station City Council took several formal actions on July 24, 2025. Key votes and formal actions taken by the body are summarized below.
Consent agenda: The council approved consent items 7.1 through 7.8 by voice vote (unanimous among members present). The consent agenda included routine items and four grouped drainage-repair projects (Tara Bella Construction) and other administrative matters.
Budget adoption date: Council set the FY2026 budget adoption date for Thursday, Aug. 28, 2025, at 6 p.m. in City Hall Council Chambers (motion passed unanimously).
BAVISMA budget: The council accepted the Brazos Valley Solid Waste Management Agency FY2026 presentation and thanked agency staff; the budget had been approved earlier by the agency's board.
General obligation bonds (parameters ordinance): Council adopted a parameters ordinance authorizing up to $17.2 million in GOs with stated caps on true interest cost (not to exceed 5%) and a maximum final maturity of Feb. 15, 2045. Projects identified included Fire Station #7, Thomas Park improvements and other proposition-authorized items.
Certificates of obligation (parameters ordinance): Council adopted a parameters ordinance authorizing up to $17.25 million in COs (TIC cap 5%, maturity by Feb. 15, 2045) for radio replacements, new water wells, the Carters Creek diversion lift station and wastewater-treatment rehab. Financial advisers indicated the TIC if priced that day would be roughly 4.3% (market-sensitive).
Veterans Park baseball concept plan and LOI with Bombers: Council unanimously approved the Veterans Park three-field concept plan and separately approved a nonbinding letter of intent with the Brazos Valley Bombers to negotiate terms for use and operations; staff emphasized both documents are subject to further negotiations and funding approvals.
