The Pasco City Council on March 2 deferred action on an emergency comprehensive plan amendment and associated rezones intended to reconcile a conflict between the RS20 zoning and the city’s land‑use designation.
Planning staff (Matson) described a three‑part proposal: (1) amend the land‑use designation from 3–6 units per acre to 2–5 units per acre, (2) rezone identified properties from RS20 to R15, and (3) adopt related text amendments. Staff said two additional properties outside the original RS20 area asked to be included; adding them would require renoticing and could delay a decision. Matson recommended that if council wished to include the properties, staff would check with legal and determine whether the matter needs to return to the planning commission or could be handled at council level.
Council members acknowledged substantial staff time invested, expressed support for resolving the code conflict, but agreed to table both related ordinances (listed in the packet as ordinances 4818, 4819 and 4820) so legal review and any required renoticing can be completed. Councilmember Parales moved to table and the motion carried.
Staff indicated they will pursue the procedural steps to allow the two properties to be considered together and return the item at the earliest proper meeting after legal review and any necessary public‑hearing notices.
