Sedona council approves easement for Brewer Road roundabout and awards pavement‑preservation contracts

The Sedona City Council voted Jan. 13 to approve two infrastructure items on its agenda: (1) authorization to acquire a permanent slope and construction easement (APN 401‑64‑006A) for $70,000 to support the SIMS Ranger‑Brewer roundabout project, and (2) the establishment of a pool of qualified pavement‑preservation contractors with an anticipated FY26 value up to $1,288,000.

Councilor (speaker 10) introduced the easement motion and said the $70,000 purchase would allow the city to remove a retaining wall and add open space and that the acquisition represented cost avoidance compared with other alternatives. “This purchase parcel clip will help us remove that whole retaining wall,” the public works representative said, noting prior savings and an overall approach of using easements to avoid larger property purchases.

Later, Public Works Director Kurt Harris presented the job order contracting item, explaining the process, qualifications and the intent to capture economies of scale via a multi‑vendor pool (programmed as a job‑order contract similar to federal practices). Council members asked about price escalation and budget comparisons. Harris said the request is within the current budget and that anticipated contract value is less than the amount budgeted; the department also identified internal savings and contingency as funding sources.

Both measures were put to a vote and carried unanimously. Staff indicated the easement would support the SIMS Sedona in Motion roundabout between Ranger and Brewer and that the pavement contracts will support FY26 pavement preservation work.
