York County commissioners reject ARPA-funded premium pay for employees

The York County Board of Commissioners considered — and then rejected — a resolution to distribute American Rescue Plan Act funds as one-time premium pay of up to $4,000 for qualifying county employees.
A commissioner proposed the resolution, arguing the county courthouse and other local services remained open during the pandemic and staff deserve recognition. Public commenters and a commissioner who introduced the proposal cited precedents from Seward and Hamilton counties and described rules from Treasury guidance that allow limited use of the funds for premium pay.
Opponents said the plan would not reach all employees equally (for example, elected officials are ineligible under state statute) and that the county has significant capital and infrastructure needs that could consume the $2.6 million allocation. Commissioners also discussed broadband, local road and sewer needs, and using funds to help smaller towns.
A roll-call vote was taken; the motion failed. Commissioners who supported the motion argued it would be a small portion of the county's ARPA allocation, while opponents pointed to fairness and alternative priorities. The board did not adopt an alternative distribution plan that day.
The chair said the county will continue broader ARPA planning, including requests for project proposals and further discussion of eligible uses.
