County approves JJC boiler design work, LED lighting upgrade and new surplus property procedure

Commissioners voted to authorize contracting for bid‑document preparation; the motion passed 3‑0.
Grandstaff also presented a proposal to accept Pacific Power & Light incentives to replace lighting at the county’s 310 West Poplar building with LED fixtures. Commissioners discussed the building’s long‑term future but supported taking advantage of incentives and the projected ~4.2‑year payback cited by staff; the LED contract authorization also passed 3‑0.
Finally, staff presented a resolution establishing a simplified procedure for sale or disposal of surplus county property valued at $1,000 or less to reduce staff time and administrative burden. Commissioners approved the resolution unanimously.
What happens next: Facilities staff will proceed to contract for design work for the JJC boiler replacement, schedule LED work with the approved contractor and implement the surplus‑property procedure; bids and contracts will return to the board as required.
