The Planning and Zoning Commission moved to recommend approval of the final plat for Morgan Farms Subdivision Phase 1, a 211-lot development on 43.246 acres east of County Road 642 and north of Hubbard Road.
Miguel Ingclan, the city planner, told the commission this meeting was a reconsideration of a plat that the commission conditionally approved in December. "This is a reconsideration of approval of a plat that had been conditionally approved back in December," Ingclan said, adding that the remaining conditions — abandonment of a city easement and completion and acceptance of required improvements — had been satisfied. He said the easement abandonment was approved by city council and recorded last month, and the improvements were completed late last week. Ingclan said the city engineer's letter recommending approval arrived earlier that afternoon, and that the staff also recommended approval "as presented."
The commission sought clarification about what "improvements" entailed. Ingclan said improvements include streets, water and sewer lines, sidewalks in undeveloped areas, screening, drainage facilities and other items inspected by the construction inspector, the city engineer and public works. He explained that construction plans are reviewed and approved administratively by the city engineer and therefore do not return to the commission or council; the current action documents and ratifies the preliminary plat after field changes were addressed during final plat processing.
A committee member moved "to recommend approval of case number PlatDash25Dash004, final plat for Morgan Farms Phase 1, as presented." Another committee member seconded. The chair asked for those in favor; the transcript records the call for assent and immediate adjournment but does not include a roll-call tally. The staff noted that, if recommended, the item would proceed to planning and to the City Council next Monday for final action.
The commission did not hold a public hearing on the plat. The meeting adjourned shortly after the motion.
