Skagit commissioners approve consent agenda including $1.9 million culvert contract

The Skagit County Board of Commissioners approved its consent agenda for Jan. 20, 2026, covering items 1 through 21, ratification of vouchers and warrants, and a set of service agreements and grants.

The chair noted two Washington State Department of Ecology Biennial Stormwater Capacity Grants among the items, saying the county’s compensation under the grant "should not exceed $120,000." Commissioners also reviewed a personal service agreement with Nexus Health tied to the county’s Northstar project and an amendment to a personal services agreement with DRP Unlimited to conduct background checks for sheriff’s department hires (the speaker referenced a $45,000 obligation for that check program).

The board approved a resolution awarding a bid to Connor Construction for the Austin Creek Culvert repair with a contract value of $1,900,000; the chair said the bid opening occurred on Dec. 15 and that the culvert repair has been an ongoing issue for several years.

A commissioner highlighted a $10,000 contract with Skagit Animals in Need to allow deputies or animal services staff to treat neglected animals or, when necessary, provide euthanasia. The commissioner described the contract as an important part of the county’s animal program.

Commissioner Burns moved to approve the consent agenda; Commissioner Browning seconded. The board voted in favor and the motion passed. No separate amendments or roll-call objections were recorded in the public transcript.
