Board approves watershed plan priority issues, adds biodiversity and climate items

The Board of Commissioners on March 18 approved priority issue statements for Scott County's 2027–2037 watershed-management plan, endorsing continued emphasis on wetland protection, invasive species control and water-quality improvements and adding two new priority issues: limited local understanding of aquatic biodiversity and the effects of changing climate/weather patterns.
Bobby (watershed staff) summarized the county's broad public-engagement process in 2024 and said the plan update received the most responses the watershed program has ever collected. Staff said repeated resident priorities included wetland protection, reducing drainage and tackling invasive aquatic plants; residents also called for enforcement of shoreland protections and attention to mining impacts in northern areas of the county.
New items adopted: The board accepted staff's recommendation to add an issue statement that the county lacks a comprehensive baseline for aquatic life and biodiversity (fish, macroinvertebrates) in many stream reaches and lakes. Staff also added explicit language to address climate-change impacts and recommended that climate-adaptation measures be included in goals and implementation strategies.
Why it matters: The watershed plan directs where the county and partners seek funding and prioritize projects for the next decade. By adding biodiversity and climate adaptation language the county is aligning local priorities with state expectations and will use the change to shape grant applications and targeted outreach.
Board action: Commissioner motion and a second carried on roll call to approve the issue statements (resolution 2025-76). Staff plan a phase-2 public-engagement round focused on underrepresented communities and will present draft goals and priority actions to the board this summer.
