Assembly hears several ordinances: state-funded dispatch staffing, CAP/GRAMa grants, school repair grant and license recommendations

The Kenai Peninsula Borough Finance Committee reviewed multiple ordinance items and license requests during its meeting. Mayor Michicky and borough staff presented an ordinance to add two full-time public-safety dispatch positions to support dispatching for Southeast Alaska State Troopers; Tammy, speaking for dispatch, said the borough began that dispatching work May 1 and that "the costs are covered by DPS," adding that the positions would be funded only while state service continues.
Committee members thanked dispatch staff for the borough's statewide role and asked questions about operational trade-offs; one member asked whether the position additions would increase headcount permanently and the mayor and staff emphasized the positions are covered by the state agreement and would cease if the service request ends.
The committee also heard an ordinance to accept and appropriate $426,303 from the State of Alaska for the 2025–26 Community Assistance (CAP/GRAMa) program for unincorporated communities. Miss Gerez reported 27 eligible unincorporated communities this year, 24 of which had completed meetings, and answered questions about three communities that still needed to report proposals.
On capital projects, borough staff presented an ordinance to accept and appropriate $3,954,358 in grant funds from the State Department of Education and Early Development (DEED) for Soldotna High School exterior repairs. Staff said phase 1 has been completed with bond funds, the design is complete, and the grant will fund remaining work.
The committee also considered licensing items: Michelle Turner noted planning and finance reviewed an application to transfer an Alcohol Beverage Control dispenser license to Cooper Landing Brewing Company and recommended approval; Turner added that planning and finance also reviewed three marijuana-related applications for a single applicant (Grateful Extracts) on a single campus and recommended approval of the concentrate-manufacturing, retail and cultivation applications, subject to standard conditions.
No formal votes were recorded on these items at the meeting; several items were introduced for public hearing or first reading with dates and follow-up steps noted on the record.
