College Place approves $1.9475M Ecology grant, $102,500 local match for stormwater decant facility

The College Place City Council voted Jan. 27 to accept Department of Ecology grant funding to construct a stormwater decant facility near the wastewater treatment plant and Owens Road entrance.
Public works representative Robert McAndrews told the council the project is roughly a $2.0 million effort funded 95% by Ecology. "It is 95% grant with 5% local match. So, for the total 2,000,000, $1,947,500 are grant funds and a $102,500 are local match," McAndrews said. He said the local match will come from the city's stormwater utility budget.
McAndrews described the facility as a state‑of‑the‑art decant operation that allows sweepings and catch basin materials to be dumped, liquids to separate and flow to the wastewater treatment plant, and solids to dry so they can be reused as fill after testing. He said the facility will reduce the likelihood that stormwater and road grime enter catch basins and creeks and will provide a safer, cleaner handling of collected materials compared with the current ad hoc disposal area.
Council members asked about budgeting for the local match and confirmed the match had been budgeted in the stormwater utility funds. After brief discussion, Council member Cleveland moved to adopt resolution 26‑002 authorizing the public works director or designee to sign the grant agreement, Council member Green seconded, and the ayes carried.
Resolution 26‑002 was adopted at the meeting; council indicated broad support and no opposing votes were recorded.
