MRPC executive committee reviews draft process for regional meetings and new four‑year regional commissioner terms

The Mississippi River Parkway Commission executive committee reviewed a draft process from LCC for fall regional meetings and elections required by recent statutory changes that extend regional commissioner terms to four years and make the commission the appointing authority.

Chris said the three northern regions will need elections "late October, early November" so recommendations can be presented to the full commission by mid‑November and appointments finalized by Dec. 31. Committee members favored streamlining the application form into a short bio and agreed virtual or hybrid meetings increase participation. They debated how to handle advance email votes and proxies: Chris explained staff practice of accepting advance email ballots but warned that if the in‑person meeting requires a second ballot, advance votes may not be able to be counted again. "If you ask them in advance... send us your ranked choice list," Chris said, describing one option for reconciling pre‑meeting and in‑room voting.

On candidate forwarding and ties, members generally preferred that local stakeholder groups forward a clear recommendation to the commission; if a citizen group ties candidates, the group could forward both names and the commission would decide. The committee also discussed removal and vacancy procedures; Diane noted the statute returns removal authority to the appointing authority and cited attendance‑based rules (for example, missing a number of consecutive meetings) as triggers for action.
