The director of capital projects updated the Denton Public Utilities Board on Feb. 23 about Hickory Creek Road Phase 3, saying the project’s largest delay stemmed from a railroad merger and that work was also affected by multiple natural gas lines encountered during construction.
Staff said crews located and worked around lines operated by EnLink and a second operator in Eagle Ridge, and that one relocation effort was completed and the line is now out of service. The director told the board a change order was taken before council in May with a 'not to exceed' amount of roughly $9,000,000 to account for delays and relocations.
On schedule, staff reported substantial completion is expected in April 2027 and final completion in May 2027; they said traffic over the bridge could resume earlier, possibly by fall or winter of the same year as remaining work (sidewalks, punch list) is finished.
Board members asked whether the railroad conflict was the major cause of the three‑year delay; staff confirmed the merger of the two railroads was the principal driver of the delay. Staff also explained steps taken to clear drill shafts and pour caps to allow bridge beams to be placed and to remobilize drillers once relocations were finished.
Next steps: staff will continue to manage relocations, complete remaining drill shafts and provide updates to the board as the contractor progresses toward substantial completion.
