Rio Grande City commissioners approved three related contract actions Feb. 27 to implement a 2025 Texas Community Development Block Grant (contract CDV250261) for street improvements.
Staff said the state grant totals $750,000 and will fund improvements to six streets (Cypress Street, Grande Street, Rio Street, Retama Street, Carr Street and Guadalupe Circle). The commission also authorized execution of an administration agreement with GrantWorks for $60,000 (to be paid from the grant budget) and an engineering services agreement with Rio Delta Engineering for $85,000.
City staff said separate grant‑management and engineering contracts are standard practice: the administration contract covers grant compliance and reporting, and the engineering contract covers design and construction administration. Commissioners approved items 5B, 5C and 5D after staff described the streets included in the project and the associated contract amounts.
Next steps: Staff to finalize agreements, move funds into the correct departmental line items for auditability, and begin procurement and design work under the engineering agreement.
