Building Director Richard Ruby explained the change responds to developers who need to begin groundwork before pulling a master permit; Ruby cited Florida’s 180‑day inactivity rule for permits and said the new fees give an option to renew or extend permits rather than reapply from scratch. Commissioners pressed for clarity on enforcement, penalties for contractors who leave permits open, and whether fees would be applied to residential additions (director said residential additions are excluded and the $1/sq ft counts toward the master permit fee).
Vehicles for code enforcement: The commission authorized the mayor to purchase two pickup trucks (Ford Rangers) for parking enforcement and code enforcement out of the FY2025‑26 budget. Martin Garcia, chief of code enforcement, said two 2016 trucks with high mileage are at end of life; Finance Director Scott Mendelsberg said the city will use Florida Sheriff's Association contract pricing or local bids if lower and will pay cash with expected delivery in about 90–120 days.
Paving change order: The commission approved a change order to expand a contract with H&R Paving Inc. for milling, resurfacing and striping of portions of Southwest 115th Avenue, at a quoted price of $70,000 (presented as a separate cost from an earlier second‑street project) with estimated mobilization savings. Mayor Diaz said the work will create additional on‑street parking while preserving green space; commissioners discussed but did not decide whether parking meters would be installed.
All items passed with unanimous support. Several commissioners requested staff return with more detailed enforcement language, a potential ordinance addressing repeat permit offenders, and follow‑up on the parking‑management approach.
