Bluff staff presented a draft ordinance Oct. 28 that would make it unlawful for drivers to use engine brakes (commonly called "Jake brakes") within town limits to reduce noise and protect the town’s small‑town character.
Erin Nelson described the measure as straightforward and aimed at reducing noise and air pollution. "The purpose of putting forward an ordinance like this is to help mitigate against noise and air pollution and maintain the small town feel of Bluff," she said.
Public commenters said they appreciated the proposal, but raised a practical issue about signage. One commenter recommended allowing the town to set sign locations nearer travel corridors so truckers see reminders before entering the populated area rather than posting only at the literal town boundary.
The council did not adopt the ordinance at the hearing; staff said the draft will remain open for comment and for any recommended language changes before the council considers formal adoption.
