Bluff officials presented a draft ordinance Oct. 28 that would create a Bluff Cemetery Board and a town sexton to manage operations for a specific burial area the town hopes to take from San Juan County.
"This ordinance would create a bluff cemetery board under the town of Bluff's jurisdiction," Erin Nelson said during the public hearing, and staff described the provision as establishing operating procedures and the ability to collect fees once the town updates its fee schedule.
Officials emphasized the draft pertains only to the section immediately north of the loop (a roughly 112‑by‑8‑foot area) and not the historic Pioneer Cemetery that remains under county management. Nelson said the town is conducting a survey, including ground‑penetrating radar, to determine exact boundaries and whether the land could be expanded before completing transfer paperwork.
Josh Ewing, who identified himself as the incoming mayor, thanked staff for the work and suggested the town hold an informal public open house so residents can more easily review lengthy ordinance packages. No adoption vote was taken; staff invited written comments through Nov. 7 and noted the San Juan County Commission has indicated support for the transfer in principle.
