Lake County committee approves CDW contract for Microsoft 365 cloud backup

Lake County’s Technology Committee on Jan. 30 approved a one‑year contract with CDW (Vernon Hills, Ill.) to add Microsoft 365 backup into the county’s enterprise recovery environment.
The committee authorized the contract, for $81,379.50, after County CIO Chris Blanding described the project as “a cloud backup initiative” that will protect email, calendar, Teams and OneDrive data so the county can restore files after user deletions, breaches or ransomware. “So this is an expansion of our current system that backs up our on‑prem files,” Blanding said, adding the solution will allow the county to “go back months to restore it.”
Procurement staff said the county is using an existing cooperative purchasing agreement and noted two points about term and price: the cooperative contract permits renewals up to five years and includes a clause capping possible renewal price increases at 10 percent. A procurement representative told the committee, “the 5 years is important because that’s state of Illinois statute that says that we can only enter into software and data telecommunications contracts for a period of 5 years.”
Several committee members questioned whether approving permission to renew “up to 10%” could be read as signaling automatic approval of future increases. Chair Clark summarized the concern: “it just seems like…we’ve already approved it,” adding that the language felt like telling the vendor they could raise prices. Blanding and procurement responded that the 10 percent figure is a cap, not a mandatory increase, and that staff will negotiate year‑to‑year pricing within that window.
Motion and vote: The resolution to authorize the CDW contract (Microsoft 365 cloud backup project) was moved by Eltenberg and seconded by Danforth; the committee voted to approve the motion. The committee earlier also approved the consent agenda (motion by Robert; second by Danforth).
What happens next: Staff will proceed with the contract implementation and deploy the backup solution alongside the county’s on‑prem recovery processes. Committee members said they expect staff to negotiate year‑two pricing if renewal is pursued.
