Knox County board approves $253,080 design contract for Mary Davis Homes, signs path agreement and clears claims totaling $1.93 million

Knox County supervisors approved a slate of contracts, project funding steps and budget actions Wednesday night, including a $253,080 agreement to begin design work at Mary Davis Homes and an intergovernmental agreement to allow construction of a multiuse path along South Lake Story Road.

Mary Davis Homes

The board approved a performance/professional-services contract with MSI to produce architectural and engineering design documents for a package of upgrades at Mary Davis Homes, including heating and cooling, lighting, fire alarms, roofing and exterior insulation. The contract amount for the design and construction-administration phase is $253,080; the board recorded one dissent (Member Davidson) and the motion carried 11–1.

Infrastructure and intergovernmental work

The board approved an intergovernmental agreement with the City of Galesburg to build a multipurpose path along South Lake Story Road; county staff said the project carries no budgetary cost to Knox County because funding had been secured from other sources and IDOT permitting remains a future step. The board also approved a change order (change order #4) for the Lecce collection system project to repair a fiber-optic line at a corrected cost of $5,004.80.

Insurance and claims

Ways & Means reported a notable increase in insurance premiums, with an 18.8% increase in the county's overall insurance costs driven in part by higher payroll figures and rising replacement values for property/liability coverage. The board approved vendor bids for workers' compensation, vehicle liability and property insurance as recommended by the committee.

Fleet and fees

The sheriff's department was authorized to purchase two 2024 Dodge Durango patrol vehicles at a combined cost of $87,520, one to be outfitted for a K-9 unit with offsets applied from department lines. The board also approved a $5 increase across animal-control fees that county officials said will help offset rising administrative costs.

The board authorized proposed budget line-item openings and adjustments for a set of departments (nursing home, FQHC, public defender, sheriff) and approved claims against Knox County totaling $1,934,482.35. The board set its next regular meeting for Oct. 23, 2024, at 6 p.m. at Galesburg City Hall Council Chambers and adjourned at 7:49 p.m.

Public comment and context

Earlier in the public-comment period, Ken Springer of KCAP relayed concerns from site-selection consultants about nationwide power-capacity constraints and long utility-upgrade wait times — issues that bear on local economic development and the ability to recruit large projects. "The current wait time to upgrade power to a site in The United States is about 4 and a half years," Springer said.
