Dare County raises Medicaid per-mile rate to $3.92 to align with NCDOT worksheet

Chuck Leisette, speaking for Dare County Transportation, said the $1.70-per-mile figure currently on the books was established before COVID and that a January 2026 NCDOT worksheet shows a per-mile rate of $3.92. He asked the board to approve the updated schedule for Medicaid reimbursement billing; staff and commissioners clarified that this change affects what the county bills Medicaid, not the customer out-of-pocket charge.
Commissioners questioned whether Medicaid would cover the updated rate; presenters said Medicaid reimbursement standards align with the calculated per-mile cost, which includes fuel, insurance, salaries, maintenance and other fixed costs. The motion to approve the updated transit rates, including $3.92 per mile for the Medicaid nonemergency transportation program, carried unanimously.
Next steps: staff will implement the rate change for Medicaid billing and ensure other fare and rope-fund rates remain unchanged.
