Tax-incentive review: commissioners acknowledge ADF findings as NYSource exceeds promised jobs

Sam Filkins of the Area Development Foundation addressed the county commissioners to present the Tax Incentive Review Commission’s annual review of abated projects.
Filkins said NYSource (Columbia Gas/iSource) initially promised to retain 12 employees and create two new jobs under its abatement terms but has reported 42 employees and payroll in excess of roughly $3.7 million, meeting and exceeding the original commitments. Filkins said the county sent notices when reporting was delayed and has now updated contact information with the company; the abatement runs through tax year 2027 (collected in 2028), and the board acknowledged the ADF recommendation to continue the abatement given the reporting received.
Feet Precision’s abatement reaches its final year; Filkins said the company met its real-estate investment commitments and the township and schools supported continuing the abatement for the final year. Filkins also provided updates on the Harlem Commerce Park (most lots sold; construction and tenant activity ongoing), ongoing negotiations to move Knox County Transit to a site at Hartland Park, land-bank activity including redevelopment of the former Mount Vernon News building (Mount Vernon Nazarene University to occupy lower level class space and a food hall opening in early next year), and a housing project assembling lots for 12 single-family affordable homes on Columbus Road in partnership with Habitat for Humanity.
Board members asked clarifying questions about abatement end dates and notice procedures; Filkins offered to prepare a more detailed ADF briefing for a future session.
