Janet Smith of Public Works asked the committee for a $1,000,000 appropriation from the capital improvement and maintenance reserve to complete exterior energy and envelope upgrades at North Pole Middle School. The work, Smith said, includes replacing original windows and doors (more than 50 years old), adding insulation, upgrading exterior finishes and correcting an exterior sprinkler code violation.
Smith said the project traces to a 2013 voter-approved bond package that funded several school projects and that cost escalation since 2013 has left a funding gap. She told the committee that similar renovations at other schools produced about 14% savings in utility costs. Staff said they have redirected leftover funds from other projects but still need the requested appropriation to finish the scope.
Committee members asked where leftover bond money is held and whether bond proceeds earn interest or are subject to arbitrage rules; staff said funds often sit in project funds and that arbitrage rules apply to bond proceeds and their investment returns, and that staff would provide a more exact accounting next week.
Next steps: staff will supply a more detailed accounting of bond fund balances and how interest has been handled before the committee takes final action.
